    1. World Allstar Champions Hockey Leauge is a simulation based league that uses software from www.fhlsim.com.   It was created on July.15,2016 by commissioner Marnix Vanturennout.

 

    1. Code of Conduct applies to all General Managers in WACHL.  You must abide by all rules.  We ask everyone to treat each other respectfully.  We do not mind using graphic language on our message boards or shout box but let's keep it fun and not abusive. Trash talk is encouraged but let it not get out of hand. Disrespect or breaking of the rules will lead to termination

 

  • General Managers

 

 

    1. Duties:
  • Sending lines at least once a week via GM editor to wachlcommish@gmail.com
  • Making trades to improve your team
  • Making sure that you stay within the salary cap
  • Responding to messages from others GM’s in a timely fashion’
  • Keeping their teams within the roster limits
  • Participating in Entry/Contraction drafts
  • Participating in forum discussions

    1. Participation from all GM’s is important for a healthy league. If this becomes more of a burden please notify the commissioner and we will start the process of finding another GM to take over.

    5. We encourage the use of the “private message” option for all trade negotiations on the message boards.  However if there is other ways of communication that works best for both parties do not hesitate to use it.

    1. A copy of GM editor is required to send in lines.  A link to the program is on the home page.  You will also need to download GM Files after every sim to redo lines.  These files load into the program.

  • Regular Season & Playoffs

 

  1.  
    1. Regular season will consist of 42 home games and 42 away games for a total of 84 games

 

    1. The schedule will mimic the NHL schedule with weighted interdivisional play.  However this is all subject to simulator.

 

    1. Refer to the home page for simulation schedule

 

    1. Trade deadline will be at 80% mark of the Regular Season.  No trades can be made after this point.  The home page will updated with the exact date when the time comes.  Trades will be allowed once the playoffs are over.
    2. Playoffs will follow the same format as the NHL

 

  • Salary  Cap

 

  1.  
    1. The Salary cap will be set at 70 million in season 1

 

 

    1. The floor minimum which every team should be at is $45 million before the first game of the season.

 

    1. Teams may go over the cap in case of injuries, however players must be sent back down once the injured player(s) are healthy

 

    1. Salary Cap does not apply in the playoffs

 

    1. If a team is in violation of the cap the league commissioner(s) will suspend the star player 5 game min. from the respective roster until the team complies with the cap. A second violation will result in 2 top players receiving a 5 game suspension minimum until it is fixed.

 

    1. If a team does not meet the cap floor they will sacrifice their mid season farm rerates.  If a team continually does not comply a harder punishment will be levied that will be determined by the Commissioners.

 

  • Roster Limits

 

  1.  
    1. 25 players are the maximum players allowed on your pro roster including players that are injured,suspended or holding out

 

    1. You must have 20 playable players at all times on your pro roster.

 

    1. Teams are permitted to use either 12 Forwards/ 6 Defencemen or 11 Forwards/ 7 Defencemen. All players that are dressed must be on an even strength line.

 

    1. The maximum allowance of total players (Roster & Farm) is 50

 

    1. No player or goalie rated 75 or higher may be sent to the farm. As well as a player making in excess of 4 million.

 

 

  • Player Position Changes

 

  1.  
    1. All player position change requests must be accompanied by a link to a credible source (i.e: hockeydb.com, tsn.ca, nhl.com, thehockeynews, hockeysfuture…) Wikipedia is not acknowledged as a credible source.

 

    1. Teams will only have 6 player position changes available during each regular season. However all active playoff teams will have unlimited player position changes available to them.  

 

    1. After the playoffs are over player position changes will be unlimited for all teams until the start of the next regular season

 

  • Trades

 

  1.  
    1. No trades that bring a team below the floor or over the Salary Cap can be made.

 

    1. Trades may involve contracted or uncontracted players, prospects, draft picks, and rights to sign or negotiate with Restricted Free Agents, or Future Considerations.

 

    1. The commissioner reserve the right to reject any trade that is detrimental to the league or a league vote will take place amoung all GMs to determine if it will be vetod.

 

    1. All trades are to be posted in the Trade Announcements section of the Forums.  Trades will only be processed once both GM’s have accepted the trade.

 

    1. Trades will be processed in the simulator before that night's simulation and will be subject the “auto lines” simulator input.

 

    1. If you would like to make a player position when the trade is processed please state that in the trade announcement. If this is done during season it will count for 1 of 6 position changes allowed.

 

    1. Trade deadline will be roughly at the 80% mark of the regular season.  This will be announced by the commissioners when the time is relevant.

 

    1. No trades will be allowed after the Trading Deadline until after the playoffs are over.

 

  • Prospect Creation

 

  1.  
    1. Ratings for prospects will be based heavily on hockeysfuture.com prospect grade for the first three seasons. I will be posting a rating scale so GMs will have a good idea what the overall rating will be on the prospects they plan to draft.

 

    1. Contracts for prospects will based on position and round a player is drafted.   I will be posting a table that will show GMs what they expect to sign for.

  • Unassigned Players

 

  1.  
    1. Unassigned players are free agents and can be offered a contract at anytime except for during the playoffs.

 

  • Money, term, and role with the team will factor into the decision making process.       Unassigned free agents will not just take any offer that is presented to them if it does not come close to what they feel their value is.

 

 

    1. All released players will make their way to the Unassigned List which will allow all teams to offer a contract to any player on the list.

 

  • Waivers

 

  1.  
    1. Waivers apply to anyone 25 years old and over that have played 25 games at the pro level.

 

    1. The player is usually only available for two days once they are placed on waivers.

 

    1. Players put on waivers can be claimed by any eligible team based on waiver priority. If claimed a team’s priority will be moved to the back of the order.

 

    1. Waiver priority will be determined by current standings

 

    1. Teams may not claim players if they are at risk of going over the salary cap.

 

 

 

  • Offseason

 

  1.  
    1. Following the playoffs the league will enter the offseason phase which may consist of; Retirements, Awards, Rerates, Entry Draft, Class 1 RFA Signing, Class 2 RFA + UFA Free Agency and, prospect creation.

 

    1. Awards - Upon completion of the regular season a voting form is distributed to each GM so they can vote for the award winners of that season. The only award not voted on by the GM’s is the Conn Smythe which is determined by the commissioner.

 

    1. No player with a 75ov rating or over can be sent to the farm during the offseason

 

    1. No player earning more than $4mil can be sent to the farm during the offseason

 

 

12a.     BUYOUTS

 

  1. The cost to buyout a contract is either 1/3 or 2/3 of the player’s remaining salary, averaged out over twice as many years that were left on the contract.
  2. This is determined by the age of the player at the time of the buyout - if they are under 26, they get 1/3, if they are 26 or older they get 2/3.

Example: Player 26 years old makes 4.5M on a 2 year contract.  4.5M x  2yr = 9M

  9M x 2/3 = 6M;   6M/4years = 1.5M/year for the next 4 seasons towards the cap.

                 Player 25 years old makes 3M over 1 year contract. 3M x 1 yr = 3M

3M x 1/3= 1M; 1M/2 years = 500K/season for two seasons towards the cap.

 

 

  • Retirements

 

  1.  
  • Retirements will happen in each off season at the end of the playoffs. Age, performance, team role, and health will all factor into the decision. Commissoner will post retirements before free agency. 

 

 

  • Rerates

 

  1.  
    1. Player rerates will happen at the end of the playoffs by the commissioner. I wanted to give GMs an idea of what to expect.

 

  1. Prospects can improve a maximum of 3 overall per season while playing on the farm, cap out at 72 OV. Seems like the normal development process for a 2nd or 3rd or round draft pick.

 

This means your 18 year old player 60 overall will take 3 - 4 seasons to get to 70-72OV and be 21-22 years old by the time they are ready to to help the pro team out. If you want more specific 1st round picks will be ranked between 64-71 overall and might be able to step in immediately or in 1 or 2 seasons. 2nd rounders = 60-63 overall 3rd +4th rounders= 60 or below That should help sort out the value of a draft pick.

 

2b) Players below the age of 26 that have a decent/good year in whatever role they play for their team should go up a max of 2 overall.

 

2c) Players in their prime 26 - 33 might go up 1 overall for a decent to good season.

 

2d) Players that are grizzly vetrans 34 and up may stay the same OV with a good year or start declining 1 overall until their role gets diminished and always have a risk of retiring if unproductive.

 

2e) To give you guys some fun any player that wins an award will be allotted 5 attribute points for a GM to spend on any category of said player(max +3 per category) .

 

2f) GOALIES develop +2 overall if the have a winning record or play in 50+ games, +1 if they play in 40+ games and a losing record. Backups develop +2 for playing in at least 20 games with a winning record. or +1 if they play in 20 + games with a losing record.



  1. Most player ratings will be based on commissioner’s discretion and WACHL performance. Stats will include:

 

IT = Hits will heavily factor

SP= Player’s age, weight will factor

ST= Player’s size + hits will factor

EN = Games played, minutes played will factor

DU = Games played will heavily factor

DI = PIM will factor heavily.

SK = no defined factor

PC= no defined factor.

 

    1. SCORING(SC) & PASSING(PA) re-rates will change according to performance, age, and overall of a player.

 

For a younger player with lower overall rating in the 70s who has a similar production to that of an established high end WACHL player the increase to SC & PA will go up more than the established player.

 

Example: Ovechkin gets 40 goals during the season and has a 97 SC rating may only go up to 98 SC re-rate. A player like Hertl 22yr 74 SC 75 OV may go up to 76-77 SC for a similar performance.

 

 

  1. EXPERIENCE(EX) & LEADERSHIP(LD) re-rates will change every season

 

Example: 1 season (55+ gp) = +3 EX, +1 LD

               

                 Each playoff round = +1 EX, +1 LD

 

 

  • Captains & Atlernates will get a temporary bonus of +5 EX/LD for captain; +2 EX/LD for alternates.       They will also receive a +1 LD perk for every consecutive season they hold that title. The perk will increase every season following the second season.

 

 

 EXAMPLE: Toews is my captain for season 1 and gets a +5 EX, +5 LD during the season that will expire at season end.  If he continues his duties as captain for season two his LD goes up +1, in season 3 it goes up +2 LD, etc till a max of +5 in season 6.

 

  • MIDSEASON FARM RERATES: At midseason (approx. 41gp) each General Manager is eligible to request up to five farm players who have at least 15gp in the minors to be rerated based on performance. Overall rating will move no more than + 2 overall. THE MAXIMUM OV INCREASE FOR A PROSPECT DURING A FULL SEASON IS +3 OV.

 

 

    1. Any farm player rated 72 ovr or higher is ineligible for midseason farm rerates. Also, no player may exceed 72 ov as a result of midseason rerates.

 

    1. Upon completion of the regular season the top 3 farm players on every team will be rewarded with bonus points that can be assigned to the player that earned it.

 

1st place = 3 points on any attributes (1pt/attribute)

2nd place = 2 points on any attribute (1pt/attribute)

 3rd place = 1 point to be used on any player any attribute.

 

  1. GMs will need to submit their requests via the message board

 

    1. No rerates will happen during the regular season or playoffs.

 

  1. Player develop will cap off for the following roles a player is given:

 

4th Line Forward: 71-77ov 3rd Line Forward: 74-80ov 2nd Line Forward: 77-83ov 1st Line Forward: 79+ov 1st D Pairing: 78+ov 2nd D Pairing 76-83ov 3rd D pairing 73-80ov

 

 

  • Entry Draft

 

  1.  
  • Each year the WACHL will hold an Entry Draft consisting of 4 rounds.

 

 

  • Since we are going to start with current 2015-2016 NHL players, to make this league fun at the beginning of every season the commissioner will requests five suggested names for new prospects plus what type of player they are. PLAYERS CAN BE NHL OR MADE-UP NAMES(example. Bone Crusher – Stay-at-home, hard hitting D-man).

 

 

    1. A draft list will be provided by the commish with a list of eligible prospects. Prospects will be given a grade from (A-E), and rated on a scale of (0-10). Examples below:

    1. Each draft will consist of a NHL legend re-incarnated to the WACHL and 2 hall-of-famers who will be like a normal prospect, similar overall, but are rated based on NHL skills.

 

    1. The draft order is determined by the results of the regular season standings. Tie breakers will be decided by wins, goals, home record.  

 

    1. If there is any sign of a GM tanking to obtain a high draft pick a league vote will take place. If the majority agrees the team in question will lose their position in the draft and take a seat in the back of the line.

 

  • Free Agency & Contracts
    1. All contracts and free agency will be handled by commissioner. The phase goes C1 RFA, C2 RFA, then UFA
    2.  
    3. After the Entry Draft the league will proceed to Class 1 RFA signings. A Class 1 RFA is any player age (18-23) that cannot be pursued by any other team.

    5. C1 RFA will always sign back with their hockey club unless a GM decides to release them. Player would then move to free agent list and be available to all teams
    6.  
    7. Next phase will be Class 2 RFA, these players fall into ages (24-28) and can listen to offers from other teams before deciding where to sign.

    1. Money, loyalty, opportunity, and term will all factor into where an C2 RFA chooses to sign. If a player is treated well and has no reason to leave they will most likely stay and negotiate with their existing club.

 

    1. If a C2 RFA chooses to sign with a different team, their current team will have be asked to match the contract or take compensation and let them go. See table below for compensation.

 

    1. As for free agency you guys will get a quick read on the values I feel player's deserve.  65-70OV = 750K - 1M75-80OV = 2.5M-5M85+ OV = 7M-10M
    2. 80-85OV = 5M - 7M
    3. 70-75OV = 1M - 2M
    4. 60-65 OV = 500 - 750K

    6. Term will influence the price! shorter terms sign for the lower range, longer terms sign for the higher range

    8. The commissioner will give a 48 hour window for all offers on RFAs, then message the teams that are in the running to land the RFAs.

    10. The maximum term for a contract will be set at 5 years

    12. The maximum salary will be set at $10,000,000 per season

    14. The minimum salary for a player will bet set at $300,000 per season

    16. All players rights that are held by a team but do not have a contract will be considered Hold Outs.

  1. CONTRACT EXTENSIONS

can be given out at any point beyond the half way mark. Teams are allowed 2 extensions per season. New salary is applied to current pro payroll instantly! Players with 2 years or less can sign an extension for up to 2 additional years. This is more for players that might be on the verge of being a C2 RFA or a UFA. The value of these contracts will be based on similar players of age and overall throughout the league.

 

EXAMPLE Toews is making 5 million @ 2years and signs a 2 year extension @ 7 mill during the season.  His current contract will now be 7 million @ 4years, if that effects your cap then no contract extension will be signed.

 

    1. Extensions will be a maximum of 2 years and will only be allowed for players with 2 years or less remaining on contract.
